Initial drafts reportedly called for Ukraine to surrender entire regions including Donbas, accept Russian control of Crimea, substantially reduce armed forces, prevent deployment of foreign troops or advanced weapons, and permanently forgo NATO membership. After pressure from European allies and Ukrainian officials, the framework was streamlined from 28 provisions to 19.
Ukrainian leadership confronts an agonizing dilemma between continued devastating warfare and potentially accepting unfavorable peace terms. President Zelensky has characterized the choice as potentially requiring either sacrificing national dignity or risking the loss of essential American support, while acknowledging the war’s heavy toll by noting that “even the strongest metal can break.” Ukrainian officials have indicated willingness to proceed with the revised proposal and discuss remaining sensitive points directly with Trump.
