Ukraine to Build Its Own “Interceptor Drones” in New Pact with France

In a major leap for its domestic defense industry, Ukraine has signed a “historical” 10-year pact with France that includes the joint production of interceptor drones. This was a key element of the deal announced by President Volodymyr Zelensky in Paris, alongside a massive preliminary agreement for 100 Rafale jets and eight SAMP/T air defense systems. This co-production deal will transfer vital technology to Kyiv and create a sustainable, in-country source of advanced weapons.
This strategic move from “buying” to “building” is a core part of Ukraine’s long-term defense plan as the war with Russia enters its fourth year. By developing and manufacturing drone technology with a major European partner, Ukraine enhances its technological sovereignty and industrial base, a crucial step as US aid has been halted.
The new interceptor drones will be a key part of a multi-layered shield against Russia’s escalated air war. Moscow has relentlessly attacked with missiles, drones, and glide bombs. The new Ukrainian-French drones will work in concert with the newly acquired SAMP/T systems and the future Rafale fleet to counter this diverse range of aerial threats.
The 10-year pact is a comprehensive security guarantee. The 100 Dassault-made Rafales and the eight SAMP/T systems provide the high-end conventional muscle, while the joint drone production and new radars provide the high-tech, asymmetric advantage.
This entire long-term industrial and military cooperation will be financed by European-led mechanisms. The EU’s €150 billion SAFE loan fund and a G7 plan to use revenues from frozen Russian assets will provide the capital, cementing a deep, decade-long partnership between Paris and Kyiv.
